A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to an advisory board established to develop a resource |
|
guide that facilitates collaboration in identifying and addressing |
|
local health care workforce needs. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this section: |
|
(1) "Advisory board" means the advisory board |
|
established under this section. |
|
(2) "Commission" means the Texas Workforce |
|
Commission. |
|
(3) "Executive director" means the executive director |
|
of the Texas Workforce Commission. |
|
(b) The commission shall establish an advisory board to |
|
develop a resource guide that facilitates collaborations among |
|
health care providers and institutions of higher education in more |
|
effectively identifying and addressing local health care workforce |
|
needs, including training, workforce shortages, and challenging |
|
workloads. |
|
(c) The advisory board consists of the following members |
|
appointed by the executive director: |
|
(1) two members from two-year institutions of higher |
|
education in urban areas; |
|
(2) two members from two-year institutions of higher |
|
education in rural areas; |
|
(3) two members from public four-year institutions of |
|
higher education in urban areas; |
|
(4) two members from public four-year institutions of |
|
higher education in rural areas; |
|
(5) two members from private health provider education |
|
programs; |
|
(6) two members representing local workforce boards |
|
with projects addressing health care workforce shortages in urban |
|
areas; |
|
(7) two members representing local workforce boards |
|
with projects addressing health care workforce shortages in rural |
|
areas; |
|
(8) one member representing the Texas Hospital |
|
Association; |
|
(9) one member representing the Texas Organization of |
|
Rural & Community Hospitals; |
|
(10) one member representing a private hospital; |
|
(11) two members representing long-term care |
|
facilities, hospice providers, or home health care providers; and |
|
(12) at least one member representing each of the |
|
following agencies: |
|
(A) the Texas Education Agency; |
|
(B) the Texas Higher Education Coordinating |
|
Board; |
|
(C) the Texas Board of Nursing; |
|
(D) the Texas Workforce Commission; and |
|
(E) any other agency the executive director |
|
determines is necessary. |
|
(d) The advisory board shall elect from among the members a |
|
presiding officer. |
|
(e) The advisory board shall meet periodically and at the |
|
call of the presiding officer. |
|
(f) Not later than November 1, 2026, the commission shall |
|
prepare and submit to the legislature the resource guide developed |
|
under Subsection (b) of this section. |
|
(g) The advisory board is abolished and this section expires |
|
September 1, 2027. |
|
SECTION 2. As soon as practicable after the effective date |
|
of this Act, the executive director of the Texas Workforce |
|
Commission shall appoint members to the advisory board established |
|
by this Act. |
|
SECTION 3. This Act takes effect September 1, 2025. |
