A BILL TO BE ENTITLED
 
AN ACT
  relating to an advisory board established to develop a resource
  guide that facilitates collaboration in identifying and addressing
  local health care workforce needs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this section:
               (1)  "Advisory board" means the advisory board
  established under this section.
               (2)  "Commission" means the Texas Workforce
  Commission.
               (3)  "Executive director" means the executive director
  of the Texas Workforce Commission.
         (b)  The commission shall establish an advisory board to
  develop a resource guide that facilitates collaborations among
  health care providers and institutions of higher education in more
  effectively identifying and addressing local health care workforce
  needs, including training, workforce shortages, and challenging
  workloads.
         (c)  The advisory board consists of the following members
  appointed by the executive director:
               (1)  two members from two-year institutions of higher
  education in urban areas;
               (2)  two members from two-year institutions of higher
  education in rural areas;
               (3)  two members from public four-year institutions of
  higher education in urban areas;
               (4)  two members from public four-year institutions of
  higher education in rural areas;
               (5)  two members from private health provider education
  programs;
               (6)  two members representing local workforce boards
  with projects addressing health care workforce shortages in urban
  areas;
               (7)  two members representing local workforce boards
  with projects addressing health care workforce shortages in rural
  areas;
               (8)  one member representing the Texas Hospital
  Association;
               (9)  one member representing the Texas Organization of
  Rural & Community Hospitals;
               (10)  one member representing a private hospital;
               (11)  two members representing long-term care
  facilities, hospice providers, or home health care providers; and
               (12)  at least one member representing each of the
  following agencies:
                     (A)  the Texas Education Agency;
                     (B)  the Texas Higher Education Coordinating
  Board;
                     (C)  the Texas Board of Nursing;
                     (D)  the Texas Workforce Commission; and
                     (E)  any other agency the executive director
  determines is necessary.
         (d)  The advisory board shall elect from among the members a
  presiding officer.
         (e)  The advisory board shall meet periodically and at the
  call of the presiding officer.
         (f)  Not later than November 1, 2026, the commission shall
  prepare and submit to the legislature the resource guide developed
  under Subsection (b) of this section.
         (g)  The advisory board is abolished and this section expires
  September 1, 2027.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the executive director of the Texas Workforce
  Commission shall appoint members to the advisory board established
  by this Act.
         SECTION 3.  This Act takes effect September 1, 2025.
