A BILL TO BE ENTITLED
 
AN ACT
  relating to the adoption of a list of performance standards for the
  removal of a conservator, management team, or board of managers
  appointed to a school district.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter Z, Chapter 39A, Education Code, is
  amended by adding Section 39A.908 to read as follows:
         Sec. 39A.908.  PERFORMANCE STANDARDS FOR REMOVAL OF
  CONSERVATOR, MANAGEMENT TEAM, OR BOARD OF MANAGERS. (a) The
  commissioner shall adopt a list of performance standards that a
  school district to which a conservator, management team, or board
  of managers has been appointed may meet for the conservator,
  management team, or board of managers to be removed.
         (b)  The list of performance standards adopted under
  Subsection (a) must:
               (1)  be based on current law and on nationwide best
  practices;
               (2)  include:
                     (A)  data-driven, school-specific strategies,
  policies, or practices the conservator, management team, or board
  of managers intends to implement;
                     (B)  the desired outcomes for the strategies,
  policies, or practices described by Paragraph (A); and
                     (C)  data-driven benchmarks and incremental goals
  for the district to meet for the conservator, management team, or
  board of managers to be removed; and
               (3)  be published on the agency's Internet website.
         (c)  As soon as practicable after a school district meets all
  performance standards adopted under Subsection (a), the
  commissioner shall remove the conservator, management team, or
  board of managers appointed to the district.
         SECTION 2.  As soon as practicable after the effective date
  of this Act, the commissioner of education shall adopt the list of
  performance standards as required by Section 39A.908, Education
  Code, as added by this Act.
         SECTION 3.  This Act takes effect September 1, 2025.
