A BILL TO BE ENTITLED
 
AN ACT
  relating to disclosure under the public information law of
  information obtained by the comptroller in connection with a school
  district property value study.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 552.149, Government Code, is amended by
  amending Subsection (c) and adding Subsection (c-1) to read as
  follows:
         (c)  Notwithstanding Subsection (a) or Section 403.304, so
  as to assist a property owner [or an appraisal district] in a
  protest filed under Section 403.303, the property owner[, the
  district,] or an agent of the property owner [or district] may, on
  request, obtain from the comptroller any information, including
  confidential information, obtained by the comptroller in
  connection with the comptroller's finding that is being protested.
  An appraisal district may on request obtain information , including
  confidential information, obtained by the comptroller in
  connection with any future, pending, or final study of school
  district property values in the district, at any time.
  Confidential information obtained by a property owner, an appraisal
  district, or an agent of the property owner or district under this
  subsection:
               (1)  remains confidential in the possession of the
  property owner, district, or agent; and
               (2)  may not be disclosed to a person who is not
  authorized to receive or inspect the information.
         (c-1)  Notwithstanding Subsection (c), an appraisal district
  may use confidential information obtained from the comptroller
  under that subsection as evidence at a hearing on:
               (1)  an appeal under Subchapter Z, Chapter 2003;
               (2)  a motion under Section 25.25, Tax Code;
               (3)  a protest under Chapter 41, Tax Code;
               (4)  an appeal under Chapter 41A, Tax Code; or
               (5)  an appeal under Chapter 42, Tax Code.
         SECTION 2.  The changes in law made by this Act apply only to
  a request for information that is received by a governmental body or
  an officer on or after the effective date of this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
