A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to payroll deductions for employees of a public university |
|
system or institution of higher education. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Section 51.9611, Education Code, is amended by |
|
amending Subsection (b) and adding Subsections (b-1) and (b-2) to |
|
read as follows: |
|
(b) The governing board or chancellor of a university |
|
system, or of an institution of higher education that is not a |
|
component institution of a university system, or the president of |
|
an institution of higher education may authorize employees of the |
|
system or institution, as applicable, to elect a payroll deduction |
|
for any purpose that the governing board, chancellor, or president |
|
determines serves a public purpose and benefits employees. |
|
(b-1) The governing board of a university system, or of an |
|
institution of higher education that is not a component institution |
|
of a university system, may adopt policies and procedures governing |
|
payroll deductions under this section. |
|
(b-2) A payroll deduction under this section is in addition |
|
to payroll deductions authorized by other law. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2025. |
