A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a one-time cash payment to certain residents of this |
|
|
state. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. (a) The comptroller of public accounts shall |
|
|
make a one-time payment of $500 to each eligible resident of this |
|
|
state, as provided by this section. |
|
|
(b) For purposes of this section, an individual is eligible |
|
|
to receive a payment under this section only if the individual: |
|
|
(1) is 18 years of age or older; |
|
|
(2) resides in and is lawfully present in the state; |
|
|
and |
|
|
(3) is not incarcerated at the time of applying. |
|
|
(c) An individual must apply to the comptroller to receive a |
|
|
payment under this section. The comptroller by rule shall adopt an |
|
|
application form and a process to verify information: |
|
|
(1) attesting an applicant's eligibility for the |
|
|
payment; and |
|
|
(2) necessary for the applicant to receive the |
|
|
payment. |
|
|
(d) An amount, estimated not to exceed $15 billion, is |
|
|
appropriated from the economic stabilization fund to the |
|
|
comptroller for the state fiscal biennium beginning September 1, |
|
|
2025, to provide a payment under this section to each eligible |
|
|
resident of this state and to pay costs incurred in facilitating the |
|
|
payments. |
|
|
SECTION 2. This Act takes effect September 1, 2025, but only |
|
|
if this Act is approved by a vote of two-thirds of the members |
|
|
present in each house of the legislature, as provided by Section |
|
|
49-g(m), Article III, Texas Constitution. If this Act is not |
|
|
approved by the required vote, this Act has no effect. |
