CONCURRENT RESOLUTION
         WHEREAS, The National Childhood Vaccine Injury Act of 1986
  created a no-fault procedure called the National Vaccine Injury
  Compensation Program to help protect vaccine manufacturers from
  lawsuits asserting that injuries and deaths were caused by
  vaccinations; and
         WHEREAS, With the implementation of the law, the Vaccine
  Adverse Event Reporting System was introduced, enabling consumers
  and health care practitioners to report side effects that occurred
  after vaccine administration; and
         WHEREAS, Through February 2025, approximately $5.3 billion
  has been paid out to victims of vaccine injury through the National
  Vaccine Injury Compensation Program; and
         WHEREAS, According to a study conducted by Harvard Pilgrim
  Health Care, less than one percent of vaccine adverse events are
  reported to the Food and Drug Administration, allowing for many
  cases to go undocumented and unacknowledged; and
         WHEREAS, Injuries caused by vaccines inflict a significant
  physical and emotional toll on individuals and their loved ones,
  and the residents of Texas can benefit from learning more about this
  important health care issue; now, therefore, be it
         RESOLVED, That the 89th Legislature of the State of Texas
  hereby designate June 3 as Vaccine Injury Awareness Day; and, be it
  further
         RESOLVED, That, in accordance with the provisions of Section
  391.004(d), Government Code, this designation remain in effect
  until the 10th anniversary of the date this resolution is finally
  passed by the legislature.
