HOUSE CONCURRENT RESOLUTION
|
|
|
WHEREAS, The Harris-Galveston Subsidence District is marking |
|
|
the 50th anniversary of its founding in 2025; and |
|
|
WHEREAS, Established in 1975 by the 64th Texas Legislature, |
|
|
HGSD was created to address the issue of subsidence, or the lowering |
|
|
of the land's surface due to groundwater withdrawals, in Harris and |
|
|
Galveston Counties; with their location along the Gulf Coast, the |
|
|
counties have been predisposed to sea level rise and |
|
|
weather-related issues; therefore, changes in land surface |
|
|
elevation can increase the region's risk of flooding and damage to |
|
|
infrastructure; and |
|
|
WHEREAS, At the time of its creation, the Harris-Galveston |
|
|
Subsidence District served more than 2.2 million people, and today, |
|
|
over 5.1 million individuals reside in the district's jurisdiction; |
|
|
thanks to the dedicated service of its board and staff, HGSD has |
|
|
successfully controlled subsidence through groundwater regulation, |
|
|
research and monitoring, water planning, and award-winning |
|
|
conservation programs; the district has also benefited from the |
|
|
support of local and regional agencies and civic officials; and |
|
|
WHEREAS, Over the past five decades, HGSD has played an |
|
|
instrumental role in protecting the lives and property of area |
|
|
residents from the significant impacts of subsidence, and it is a |
|
|
pleasure to join in honoring the district on this special milestone |
|
|
in its history; now, therefore, be it |
|
|
RESOLVED, That the 89th Legislature of the State of Texas |
|
|
hereby commemorate the 50th anniversary of the Harris-Galveston |
|
|
Subsidence District and extend to all those affiliated with the |
|
|
district sincere best wishes for continued success in their |
|
|
important work; and, be it further |
|
|
RESOLVED, That an official copy of this resolution be |
|
|
prepared for HGSD as an expression of high regard by the Texas House |
|
|
of Representatives and Senate. |
