A JOINT RESOLUTION
  proposing a constitutional amendment providing that federal
  authority to regulate the manufacture, possession, sale, or use of
  firearms, firearm accessories, and ammunition in this state is not
  recognized by this state.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 23, Article I, Texas Constitution, is
  amended to read as follows:
         Sec. 23.  (a) Every citizen shall have the right to keep and
  bear arms in the lawful defence of himself or the State; but the
  Legislature shall have power, by law, to regulate the wearing of
  arms, with a view to prevent crime.
         (b)  This state does not recognize any authority purportedly
  held by the federal government to regulate the manufacture,
  possession, sale, or use of firearms, firearm accessories, and
  ammunition in this state.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 4, 2025.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment providing that federal
  authority to regulate the manufacture, possession, sale, or use of
  firearms, firearm accessories, and ammunition in this state is not
  recognized by this state."
