A JOINT RESOLUTION
  proposing a constitutional amendment limiting the extraterritorial
  criminal jurisdiction of this state.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article I, Texas Constitution, is amended by
  adding Section 10a to read as follows:
         Sec. 10a.  A person may not be prosecuted for or convicted of
  a criminal offense in this state based solely on the person's
  conduct occurring in another state if that conduct is legal in the
  state in which it occurred and if each element of the conduct that
  is prohibited in this state occurred solely in the other state.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 4, 2025.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment limiting the
  extraterritorial criminal jurisdiction of this state."
