A JOINT RESOLUTION
  proposing a constitutional amendment requiring consent by
  two-thirds of the members of the house of representatives and
  senate for the governor to call more than one special session per
  legislative biennium.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 8, Article IV, Texas Constitution, is
  amended by amending Subsection (a) and adding Subsection (c) to
  read as follows:
         (a)  Subject to Subsection (c) of this section, the [The]
  Governor may, on extraordinary occasions, convene the Legislature
  in special session at the seat of Government, or at a different
  place, in case that should be in possession of the public enemy or
  in case of the prevalence of disease threat.  The Governor's [His]
  proclamation therefor shall state specifically the purpose for
  which the Legislature is convened.
         (c)  The Governor may convene one special session of the
  Legislature under Subsection (a) of this section during the interim
  between two regular sessions without obtaining approval from the
  members of the legislature.  The Governor may convene additional
  special sessions during the same interim only if, before convening
  each additional special session, the governor obtains the written
  approval of at least two-thirds of the members of the House of
  Representatives and at least two-thirds of the members of the
  Senate.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 4, 2025.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment requiring consent by
  two-thirds of the members of the house of representatives and
  senate for the governor to call more than one special session per
  legislative biennium."
