R E S O L U T I O N
         WHEREAS, The Portland City Council has been named the
  recipient of the 2025 City Council of the Year Award from the Texas
  City Management Association; and
         WHEREAS, This prestigious accolade recognizes city councils
  that have made significant contributions to local government in the
  Lone Star State; the Portland council is being honored for its
  commitment to ethics, citizen welfare, and financial management and
  for achievements in strategic planning, community engagement, and
  infrastructure development; and
         WHEREAS, Among its many accomplishments, the Portland City
  Council championed the Plan Portland 2040 Comprehensive Plan and
  the 5-year Capital Improvement Plan, and it also implemented a 30
  percent minimum fund balance requirement and a debt management
  policy to ensure long-term financial stability; moreover, the
  council played an instrumental role in the city being recognized as
  the #1 Best Place to Raise a Family in the Corpus Christi Area by
  Niche.com in 2024 and having a Top 25 Livability Score in Texas from
  AreaVibes; and
         WHEREAS, Led by Mayor Cathy Skurow and Mayor Pro Tem John
  Green, the Portland council includes members Troy Bethel, Gary W.
  Moore, John G. Sutton Jr., Bill T. Wilson II, and Zachary Albrecht;
  and
         WHEREAS, Committed champions of their community, the members
  of the Portland City Council have demonstrated exemplary leadership
  in behalf of their fellow citizens, and they are truly deserving of
  this recent honor; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby congratulate the Portland City Council on its
  selection as the 2025 City Council of the Year by the Texas City
  Management Association and extend to its members sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the council as an expression of high regard by the
  Texas House of Representatives.
