R E S O L U T I O N
         WHEREAS, Dick Lavine retired as a senior fiscal analyst at
  Every Texan on September 30, 2024, drawing to a close an exemplary
  tenure with the nonprofit that spanned three decades; and
         WHEREAS, A licensed attorney, Mr. Lavine joined Every Texan
  in 1994, and he distinguished himself through his advocacy for
  developing state and local revenue systems that meet Texans' needs;
  he is a chartered financial analyst and a trustee of the City of
  Austin Employees Retirement System, and from 1997 to 2018, he was
  the chair of the Travis Central Appraisal District Board of
  Directors; in May 2024, he returned to the board following a
  successful campaign for a newly created elected position; in
  addition, he serves as vice chair of the City of Austin Employees
  Retirement Board of Trustees, and he is a member of the boards of
  AFSCME Texas Retirees, Chapter 12, and the Progress Texas
  Institute; among his many achievements, he was named a Champion for
  Equity by the Equity Center, recognizing his work to reform the
  state tax system to better support public services; and
         WHEREAS, Prior to joining Every Texan, Mr. Lavine worked
  full-time in the anti-Vietnam War movement for two years, and he
  served as a clerk to a local judge before becoming a public defender
  in Philadelphia; he moved to Austin in 1979, and five years later,
  he embarked on a decade-long tenure as a senior researcher for the
  House Research Organization of the Texas House of Representatives,
  where he wrote on the Edgewood school finance cases as well as tax
  and budget issues; he holds a bachelor's degree in economics from
  Harvard College and a doctor of jurisprudence from the University
  of Pennsylvania; and
         WHEREAS, Through his professionalism, dedication, and
  commitment to excellence, Dick Lavine has earned the respect and
  admiration of all those who have had the privilege of working with
  him, and he may indeed reflect with pride on his accomplishments;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby congratulate Dick Lavine on his retirement from
  Every Texan and extend to him sincere best wishes for continued
  success in all his endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Lavine as an expression of high regard by the Texas
  House of Representatives.
