R E S O L U T I O N
|
|
WHEREAS, The Chicano Squad series premiered on A&E on |
|
September 2 and 3, 2024, providing a fitting opportunity to |
|
recognize Officers James "Jim" Montero, José Selvera Jr., Raymond |
|
Gonzalez, Cecil Mosqueda, and U. P. Hernandez for their |
|
contributions to this historic unit of the Houston Police |
|
Department; and |
|
WHEREAS, The Chicano Squad traces its origins to 1979, when a |
|
group of patrol officers were promoted to the rank of detective and |
|
tasked with investigating hundreds of unsolved homicide cases and |
|
other crimes harming local Latin American communities; the team was |
|
the first bilingual, all-Latino homicide unit in the history of the |
|
Houston Police Department, and it was initially given just 90 days |
|
to reduce the number of cold cases; in that short time, the |
|
dedicated officers successfully cleared 80 percent of the cases |
|
they undertook; and |
|
WHEREAS, The unit went on to become a permanent division in |
|
the Houston Police Department, and it has inspired the formation of |
|
similar squads across the nation; today, the team is one of the most |
|
highly decorated law enforcement units in the area, and its members |
|
have been the recipients of many accolades, including Hispanic |
|
Officer of the Year awards from the National Latino Peace Officers |
|
Association in 1990 and 1998; and |
|
WHEREAS, Through their work with the Chicano Squad, Officers |
|
Jim Montero, José Selvera, Raymond Gonzalez, Cecil Mosqueda, and |
|
U. P. Hernandez made a meaningful difference in the lives of |
|
countless area residents, and it is a pleasure to join in honoring |
|
these trailblazing law enforcement professionals; now, therefore, |
|
be it |
|
RESOLVED, That the House of Representatives of the 89th Texas |
|
Legislature hereby congratulate Officers James Montero, José |
|
Selvera Jr., Raymond Gonzalez, Cecil Mosqueda, and U. P. Hernandez |
|
on being featured in the Chicano Squad television series and |
|
commend them for their outstanding service to their community; and, |
|
be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for the officers as an expression of high regard by the |
|
Texas House of Representatives. |
