R E S O L U T I O N
         WHEREAS, Dr. An Minh Truong, the mayor of Haltom City, has
  demonstrated extraordinary courage, commitment, and leadership in
  service to his nation and community; and
         WHEREAS, Born in South Vietnam in 1948, An Minh Truong grew up
  during the Vietnam War, and in 1968, he joined the Vietnamese Air
  Force; after studying English, he trained in the United States and
  graduated in the top 10 of his class at the academy at Keesler Air
  Force Base in Mississippi, and he then completed advanced fighter
  pilot training at Eglin Air Force Base in Florida; he went on to fly
  combat missions for the 530th Squadron in Vietnam, Laos, and
  Cambodia, surviving two aircraft shootdowns and enduring enemy fire
  in more than 30 percent of his missions; and
         WHEREAS, After completing his final mission on April 29,
  1975, Dr. Truong became a refugee at U-Tapao Air Force Base in
  Thailand; he was eventually transferred to Guam, where he reunited
  with his wife and children; he and his family subsequently came to
  the United States as refugees at Camp Pendleton, California, and
  they lived in Pennsylvania before making their home in Texas; and
         WHEREAS, Dr. Truong began his career as an officer with the
  Fort Worth Police Department in 1987, and he later served as a gang
  and homicide investigator for the Tarrant County District
  Attorney's Office; in addition to his work in law enforcement, he
  led community outreach programs for more than two decades, during
  which he served as director of the Dallas-Fort Worth Youth
  Association and educated over 200 Asian American children about the
  dangers of drugs and gang violence; while working full time, he
  obtained a bachelor's degree, a master's degree, and a doctorate in
  business administration with a focus on criminal justice; and
         WHEREAS, A dedicated public servant, Dr. Truong joined the
  Haltom City Economic Development Corporation in 2011, and he became
  a member of the city council in 2013, serving two terms as mayor pro
  tempore; he was first elected mayor of Haltom City in 2019, and
  since that time, he has overseen a number of projects and
  initiatives, such as increasing pay scales for city employees,
  completing improvements to infrastructure, and spearheading
  economic development programs; and
         WHEREAS, Through his outstanding leadership and commitment
  to good governance, Dr. Truong has contributed immeasurably to his
  community, and in so doing, he has earned the respect and
  appreciation of area residents; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby commend Dr. An Minh Truong for his professional
  achievements and civic contributions and extend to him sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Truong as an expression of high regard by the Texas
  House of Representatives.
