R E S O L U T I O N
         WHEREAS, Texas tragically lost an admired cowboy and roper
  with the passing of Roy Dale Cooper, of Decatur, Texas on April 29,
  2025, at the age of 69; and
         WHEREAS, Roy Cooper was born in Hobbs, New Mexico, on
  November 13, 1955 to Dale “Tuffy” Cooper and Betty Cooper; after
  completing his degree in journalism at Southeastern Oklahoma State
  University, he joined the Professional Rodeo Cowboys Association in
  1976, competing in his first National Finals Rodeo his rookie year
  in calf roping and winning the National Finals Roping average and
  his first World Champion title; and
         WHEREAS, nicknamed “Super Looper” for his skill and fast
  hands, he claimed five more World Champion Calf Roping titles in
  1980, 1981, 1982, 1983, and 1984; and in 1983 he made history by
  claiming three major titles in a single year: World Champion Steer
  Roper, Calf Roping Champion, and the Professional Rodeo Cowboys
  Association All-Around title; and
         WHEREAS, his career total included eighteen National Finals
  Rodeo calf roping qualifications and thirteen steer roping finals
  appearances, leading him to be inducted into the Texas Rodeo Cowboy
  Hall of Fame and the New Mexico Sports Hall of fame; and
         WHEREAS, Mr. Cooper mentored many young ropers, and he
  brought joy to all he encountered through his humor, honesty, and
  wisdom; he was a loving husband to Shari Cooper and the proud father
  of sons Clint, Clif, and Tuf, who take after their father, all three
  qualifying for the National Finals Rodeo in the same year; and
         WHEREAS, Roy Cooper inspired his family, his friends, and his
  fans by his strength, determination, hard work, and love, leaving
  an impact on the sport of rodeo; and although he is deeply missed by
  all who were privileged to share in his love and friendship, his
  legacy lives on in the lives of those he touched; now, therefore, be
  it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby pay tribute to the life of Roy Dale Cooper and
  extend sincere condolences to the members of his family: to his
  wife, Shari; to his sons, Clint, Clif, and Tuf; to his stepdaughter
  Shada; to his daughters-in-law; to his grandchildren; and to his
  other relatives and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Roy Cooper.
