R E S O L U T I O N
         WHEREAS, Robert Arthur Shulter, a valued member of the
  Kaufman County community and a friend to many, passed away on
  February 15, 2025, at the age of 60; and
         WHEREAS, A respected leader who dedicated his life to
  benefiting others, Mr. Shulter served for 16 years as a member of
  the 1st Battalion, 141st Infantry Regiment of the Texas Army
  National Guard, and he was the chief of staff for former state
  representative Dr. Stuart Spitzer from 2015 to 2017; and
         WHEREAS, Demonstrating a steadfast commitment to
  conservative values, Mr. Shulter contributed his time and talents
  to numerous campaigns and legislative causes; he was actively
  involved in Grassroots America, where he helped to organize
  speaking engagements and to capture videos of Champions of Freedom
  award recipients, and he also played a vital role in managing the
  organization's website, communications, and Texas Conservative
  Grassroots Coalition Summits; and
         WHEREAS, In all his endeavors, Mr. Shulter enjoyed the love
  and support of his wife of 26 years, Judy, and he was a devoted
  father to their two children; he was a man of strong faith, as well
  as a true patriot and a loyal friend and mentor; and
         WHEREAS, While the death of Robert Shulter brings
  immeasurable sorrow to his family and friends, he leaves behind a
  legacy that will long be treasured by all those who held him dear;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby pay tribute to the life of Robert Arthur Shulter
  and extend sincere condolences to his loved ones; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Robert
  Shulter.
