R E S O L U T I O N
         WHEREAS, Richard Palacios II, owner of Tony's Siesta and
  co-owner of Atlee's Rally in San Antonio, has distinguished himself
  as an outstanding example of the entrepreneurial spirit of the Lone
  Star State; and
         WHEREAS, Operated by Tony Lopez for two decades, Tony's
  Siesta originally opened as Tony's Bar in 1999; after a brief period
  of closure for renovations, "Andy" Palacios assumed ownership of
  the business in 2020 and renamed it Tony's Siesta in homage to
  Mr. Lopez's retirement; serving such popular drinks as its
  signature Siesta Rita and aguas frescas, he continues to honor the
  cantina's proud legacy by playing Latin music and preserving its
  historic exterior; and
         WHEREAS, As co-owner of Atlee's Rally, Mr. Palacios helped
  launch the St. Paul Square sports bar during the NCAA Men's Final
  Four basketball tournament in April 2025; the establishment is
  named for architect Atlee B. Ayers, who lived in San Antonio and
  served as the state architect of Texas during the early 20th
  century; painted in the colors of the city's beloved Spurs
  basketball team, the bar is a welcoming space for watching sports,
  and its offerings include a wide range of beers and craft cocktails;
  and
         WHEREAS, In addition to his many entrepreneurial endeavors,
  Mr. Palacios frequently assists in planning such community events
  as chili cook-offs, birthday parties, and gatherings for the city's
  annual Fiesta celebrations; and
         WHEREAS, Through his creativity, resilience, and hard work,
  Andy Palacios has earned his businesses the status of treasured
  community institutions, and he may indeed reflect with pride on his
  achievements; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby recognize Richard Palacios II for his
  contributions to the San Antonio community as owner of Tony's
  Siesta and co-owner of Atlee's Rally and extend to him sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Palacios as an expression of high regard by the
  Texas House of Representatives.
