R E S O L U T I O N
         WHEREAS, Jack Baxley is retiring as vice president of
  governmental affairs for TEXO, The Construction Association, in
  March 2026, following more than three and a half decades of service
  to the construction industry; and
         WHEREAS, Formed in 2009, TEXO represents nearly 400 member
  companies responsible for over $20 billion of construction volume
  in North and East Texas; the organization is a joint chapter of the
  Associated General Contractors of America (AGC) and Associated
  Builders and Contractors (ABC); and
         WHEREAS, Mr. Baxley played a crucial role in the series of
  mergers of AGC and ABC chapters that led to the establishment of
  TEXO; moreover, he ran the AGC Fort Worth chapter before becoming
  vice president of governmental affairs for a predecessor of TEXO;
  and
         WHEREAS, Through the years, Mr. Baxley has worked tirelessly
  to assist TEXO members and advance their interests; he has been
  involved in addressing numerous issues affecting the industry, and
  he excelled in managing complex relationships with governments
  during the COVID-19 pandemic; over the course of his tenure, TEXO
  has received annual awards from the national ABC organization for
  advocacy and grassroots efforts in Texas; he currently represents
  TEXO on both state board entities, ABC Texas and AGC-Texas Building
  Branch; and
         WHEREAS, Jack Baxley has demonstrated an exceptional
  commitment to the construction industry in North Texas and beyond,
  and as he embarks on the next exciting chapter of his life, he may
  indeed reflect with satisfaction on his accomplishments; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby congratulate Jack Baxley on his retirement as
  vice president of governmental affairs for TEXO, The Construction
  Association, and extend to him sincere best wishes for the future;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Baxley as an expression of high regard by the Texas
  House of Representatives.
