R E S O L U T I O N
         WHEREAS, Ben Cooper has distinguished himself in his
  responsibilities as a policy analyst in the office of State
  Representative Steve Toth during the 89th Legislative Session; and
         WHEREAS, Since joining the staff, Mr. Cooper has worked as a
  policy analyst and provided vital assistance in handling a wide
  variety of challenging tasks; among other essential functions, he
  has helped draft and edit legislative materials, led research and
  policy development efforts related to electoral and environmental
  issues, and worked to improve the office's internal information
  systems; in addition to gaining valuable experience in the field of
  public service, he has learned more about the legislative process
  and the issues facing citizens of the Lone Star State; and
         WHEREAS, Mr. Cooper is a graduate of the University of
  Houston, where he earned a bachelor's degree in engineering and has
  contributed to a number of groundbreaking research projects;
  dedicated to public service and advocacy, he has testified before
  the U.S. House of Representatives about the positive impacts of
  educational technology, met with the U.S. Secretary of Education to
  discuss reforms for students with learning disabilities, and
  advocated at the federal level for the expansion of testing
  accommodations; and
         WHEREAS, Ben Cooper has performed his duties as a policy
  analyst with skill and dedication, and he is indeed deserving of
  special recognition for his fine work; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature hereby commend Ben Cooper for his service as a policy
  analyst in the office of State Representative Steve Toth and extend
  to him sincere best wishes for continued success in all his
  endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Cooper as an expression of high regard by the Texas
  House of Representatives.
