A BILL TO BE ENTITLED
 
AN ACT
  relating to the public use of forms produced or published by a state
  agency.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 2052, Texas Government Code, is amended
  by adding Subchapter E to read as follows:
  SUBCHAPTER E. PUBLIC USE OF STATE AGENCY FORMS
         Sec. 2052.401.  DEFINITIONS. In this subchapter "state
  agency" means any office, department, commission, board, bureau,
  division, institution, or other entity in the executive,
  legislative, or judicial branch of state government that was
  created by the constitution or a statute of the state.
         Sec. 2052.402.  PUBLIC USE OF STATE AGENCY FORMS.  (a) Any
  form created by or on behalf of a state agency that is intended to
  facilitate interaction between the public and a state agency may be
  freely reproduced, copied, or used by any person, business,
  organization, or entity. 
         (b)  No state agency may impose restrictions or conditions on
  the reproduction or use of such forms by the public, except as
  necessary to ensure compliance with applicable state or federal
  law. 
         (c)  This section does not authorize alteration of the
  content of a form that would render it inaccurate or noncompliant
  with applicable state or federal law.
         (d)  This section does not require any agency to provide
  copies of forms.
         SECTION 2.  This Act takes effect September 1, 2025.
