A BILL TO BE ENTITLED
 
AN ACT
  relating to the withdrawal of the State of Texas from the Interstate
  Mining Compact.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  The State of Texas withdraws from the Interstate
  Mining Compact under Section 132.002, Natural Resources Code, as
  authorized by Article VIII of the compact.  As soon as practicable
  after the effective date of this Act, the governor shall:
               (1)  provide written notice of the withdrawal to the
  governor of each state that is a party to the compact as provided by
  that article; and
               (2)  publish notice of the withdrawal in the Texas
  Register.
         SECTION 2.  On the first anniversary of the date the governor
  publishes notice under Section 1(2) of this Act:
               (1)  the office of the Interstate Mining Compact
  Commissioner for Texas is abolished;
               (2)  the Texas Mining Council is abolished; and
               (3)  Chapter 132, Natural Resources Code, is repealed.
         SECTION 3.  Except as otherwise provided by this Act, this
  Act takes effect immediately if it receives a vote of two-thirds of
  all the members elected to each house, as provided by Section 39,
  Article III, Texas Constitution.  If this Act does not receive the
  vote necessary for immediate effect, this Act takes effect
  September 1, 2025.
