A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on the feasibility of this state conducting a
  census of the residents of this state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  STUDY ON FEASIBILITY OF STATE CENSUS. (a) The
  state demographer under Chapter 468, Government Code, shall conduct
  a study to assess the feasibility of this state conducting a census
  to more accurately determine the population of the residents of
  this state. The study must:
               (1)  consider the costs, benefits, and challenges of
  this state conducting a census; and
               (2)  identify policy areas where access to more
  detailed demographic information may reduce state spending,
  including spending through appropriations.
         (b)  In conducting the study under this section, the state
  demographer shall assume that the state census being studied will
  include a census question asking each resident of this state
  whether the resident is a United States citizen.
         SECTION 2.  REPORT. Not later than July 1, 2026, the state
  demographer shall prepare and submit to the legislature a report on
  the results of the study conducted under Section 1 of this Act.
         SECTION 3.  EXPIRATION. This Act expires September 1, 2026.
         SECTION 4.  EFFECTIVE DATE. This Act takes effect September
  1, 2025.
