A BILL TO BE ENTITLED
 
AN ACT
  relating to access by a member of the legislature or the lieutenant
  governor to certain governmental meetings or enforcement actions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subtitle A, Title 3, Government Code, is amended
  by adding Chapter 307 to read as follows:
  CHAPTER 307.  LEGISLATIVE ACCESS TO ENFORCEMENT ACTION 
         Sec. 307.001.  ACCESS REQUIRED. Notwithstanding any other
  law, on request by a member of the legislature or the lieutenant
  governor, a state agency shall allow the member or lieutenant
  governor to accompany an employee of the agency performing an
  enforcement action. 
         SECTION 2.  Subchapter E, Chapter 551, Government Code, is
  amended by adding Section 551.105 to read as follows:
         Sec. 551.105.  ATTENDANCE FOR LEGISLATIVE PURPOSE. (a) A
  governmental body shall on request of a member of the legislature or
  the lieutenant governor allow the requestor to attend a closed
  meeting of the governmental body if the requestor states that the
  request is made for a legislative purpose. 
         (b)  A member of the legislature or the lieutenant governor 
  who has requested to attend a closed meeting must be given
  reasonable notice before the meeting. 
         (c)  A member of the legislature or the lieutenant governor
  who attends a closed meeting may observe the meeting only and may
  not actively participate in the meeting. 
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
