A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the provision of services for individuals experiencing |
|
|
homelessness at certain locations. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Chapter 370, Local Government Code, is amended |
|
|
by adding Section 370.010 to read as follows: |
|
|
Sec. 370.010. NAVIGATION SERVICES PROHIBITED IN CERTAIN |
|
|
AREAS. (a) In this section: |
|
|
(1) "Institution of higher education," "playground," |
|
|
and "school" have the meanings assigned by Section 481.134, Health |
|
|
and Safety Code. |
|
|
(2) "Navigation services" means services that assist |
|
|
individuals experiencing homelessness to access shelter, meals, |
|
|
medical care, substance abuse treatment, mental health services, |
|
|
employment resources, housing placement, and other services |
|
|
necessary for reintegration into stable living conditions. |
|
|
(3) "Service provider" means a faith-based |
|
|
organization, nonprofit organization, or government-funded |
|
|
facility that provides navigation services. |
|
|
(b) A municipality or county shall prohibit a service |
|
|
provider from providing navigation services at a location or |
|
|
facility within 1.5 miles of an institution of higher education, |
|
|
playground, or school. |
|
|
SECTION 2. This Act takes effect September 1, 2025. |
