A BILL TO BE ENTITLED
 
AN ACT
  relating to the employment of technical assistant superintendents
  by regional education service centers.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 8, Education Code, is
  amended by adding Section 8.059 to read as follows:
         Sec. 8.059.  TECHNICAL ASSISTANT SUPERINTENDENT. (a) In
  this section, "qualifying school district" means a school district
  with fewer than 3,000 enrolled students.
         (b)  Each regional education service center that serves a
  qualifying school district shall employ and train a sufficient
  number of technical assistant superintendents to maintain a ratio
  of one technical assistant superintendent for every three
  qualifying school districts in the region served by the center.
         (c)  A technical assistant superintendent shall support a
  qualifying school district to ensure the school district
  participates in agency and other state and federal programs and
  initiatives developed to enhance school district operations and
  maximize student outcomes, including:
               (1)  the teacher incentive allotment under Section
  48.112 and the local optional teacher designation system under
  Section 21.3521;
               (2)  available school safety grants;
               (3)  the Rural Pathway Excellence Partnership (R-PEP)
  program under Section 29.912; and
               (4)  the agency's Effective Schools and Effective
  District Frameworks.
         (d)  A technical assistant superintendent may travel to a
  qualifying school district to which the superintendent is assigned
  to provide in-person technical administrative support.
         (e)  The commissioner may monitor regional education service
  centers to ensure compliance with this section.
         SECTION 2.  This Act applies beginning with the 2025-2026
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
