A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the ability of persons licensed to drive in Texas to |
|
renew license by electronic means |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
Sec. 521.274. RENEWAL BY MAIL OR ELECTRONIC MEANS. (a) The |
|
department by rule may provide that the holder of a driver's license |
|
may renew the license by mail, by telephone, over the Internet, or |
|
by other electronic means. |
|
(b) A rule adopted under this section: |
|
(1) may prescribe eligibility standards for renewal |
|
under this section; |
|
(2) may not permit a person subject to the |
|
registration requirements under Chapter 62, Code of Criminal |
|
Procedure, to register by mail or electronic means; |
|
(3) may not permit renewal by mail or electronic means |
|
of a driver's license of a person who is 79 years of age or older; |
|
and |
|
(4) must allow for the renewal of a driver's license by |
|
electronic means, regardless of when the license expires, of: |
|
(A) a person who: |
|
(i) is on active duty in the armed forces of |
|
the United States; and |
|
(ii) is absent from the state; and |
|
(B) the spouse or dependent child of a person |
|
described by Paragraph (A). |
|
(5) must allow for the renewal of a driver's license by |
|
electronic means, of: |
|
(A) any person currently licensed under the age |
|
of 79. |

SECTION 521.274. This Act takes effect September 1, 2025. |
