A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment protecting children by |
|
|
allowing for retroactive laws regarding civil causes of action |
|
|
arising out of child sexual abuse. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 16, Article I, Texas Constitution, is |
|
|
amended to read as follows: |
|
|
Sec. 16. (a) Except as provided by Subsection (b), no [No] |
|
|
bill of attainder, ex post facto law, retroactive law, or any law |
|
|
impairing the obligation of contracts, shall be made. |
|
|
(b) Retroactive laws may be made as to a civil cause of |
|
|
action arising out of child sexual abuse. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 4, 2025. |
|
|
The ballot shall be printed to provide for voting for or against the |
|
|
proposition: "The constitutional amendment protecting children by |
|
|
allowing retroactive laws regarding civil causes of action arising |
|
|
out of child sexual abuse." |
