recognize Court Appointed Special Advocates of Central Texas on
the grand occasion of its 40th anniversary; and
WHEREAS, Court Appointed Special Advocates (CASA) began in
King County, Washington, in 1977, when Judge David Soukup
enlisted local community volunteers to advocate for abused or
neglected children in child protective services; since its

more than 90,000 generous volunteers who serve in 49 states and
  the District of Columbia; and
WHEREAS, CASA of Central Texas joined the national
advocacy network in 1985 to assist children during court hearings
in Caldwell, Comal, Guadalupe, and Hays Counties; over the last

provide judges with the valuable information they need to act in
the best interest of the child; and

mission through the compassionate advocacy of 27 trained
