SENATE RESOLUTION
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Alberto Torres Jr. for his outstanding service and
  dedication to the City of Laredo; and
         WHEREAS, Alberto began his distinguished career in 2015 as
  the youngest Democratic party chair in Webb County history; in
  2016 he was elected to serve on the Laredo City Council, and in
  2020 he was re-elected and appointed Mayor Pro Tempore and became
  the youngest council member in Laredo's history to hold such a
  title; and
         WHEREAS, His dedication to fiscal responsibility has led
  to more than $1 million in improvements to neighborhood safety
  and parks, and more than $1.5 million has gone to sidewalks and
  street upgrades with little to no cost to taxpayers; he has
  spearheaded such initiatives as the Neighborhood Empowerment
  Zone program, which has secured more than $41.5 million in
  economic development and has greatly encouraged property
  restoration; and
         WHEREAS, Mr. Torres has earned the trust and appreciation
  of his constituents through his altruism and civic leadership;
  his efforts include authoring the state's first Animal Neglect
  Registry Ordinance to ensure better treatment and protection for
  animals, proposing the first tax rate decrease in more than a
  decade, and effectuating more than $20 million in improvements to
  the city's water system; and
         WHEREAS, Alberto Torres Jr. was elected to a district
  position but evolved as a leader for his hometown, his county,
  and his region; he is recognized as a stellar public servant who
  is devoted to bettering the lives of all who need help; and
         WHEREAS, Beyond his elected roles, Alberto Torres Jr.
  volunteers with nonprofit organizations, a reflection of his
  unwavering commitment to public service, and he has served on
  numerous city and county boards, including the Community Action
  Agency board, the South Texas Development Council, the Veterans
  Affairs Committee, the Laredo Public Facility Corporation, the
  Public Safety Advisory Committee, the City and County Government
  Issues Committee, and the Animal Care Services Advisory
  Committee; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 89th
  Legislature, hereby commend Alberto Torres Jr. on his
  outstanding contributions to the City of Laredo and extend to him
  best wishes for continued success in all of his endeavors; and,
  be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
