R E S O L U T I O N
         WHEREAS, Captain Gonzalo Partida is retiring from the
  U.S. Navy on June 4, 2025; and
         WHEREAS, Born and raised in California, Captain Partida
  enlisted in the Navy in 1990 and completed Naval Nuclear Power
  training as an Electrician's Mate; he later earned a Naval ROTC
  scholarship through the BOOST program and was commissioned in 1997
  after graduating from Florida State University with a Bachelor of
  Science in Chemistry; and
         WHEREAS, Captain Partida's first operational assignment was
  Patrol Squadron 9 (VP-9) at Marine Corps Air Station Kaneohe Bay,
  Hawaii, in 1999; while a member of the unit, he achieved
  designations as an Instructor Tactical Coordinator and Mission
  Commander, and he completed deployments around the globe during the
  start of Operation Enduring Freedom; and
         WHEREAS, In 2003, Captain Partida began his instructor tour
  at Patrol Squadron 30 (VP-30) at Naval Air Station Jacksonville,
  Florida, where he served in multiple leadership roles; he later was
  assigned for three years in 2005 aboard the USS Ronald Reagan
  (CVN-76) and served as Catapult Officer, Helicopter Patrol Officer,
  and Fuels Division Officer, during which time the ship completed
  its maiden deployment to the Arabian Gulf in support of the Global
  War on Terror; he went on to begin his Department Head tour with
  Patrol Squadron 1 (VP-1) at Naval Air Station Whidbey Island,
  Washington, in 2008, serving in key roles before being assigned in
  2011 to the Joint Staff's Nuclear Command and Control Directorate
  (J-36), which he served in numerous roles, including Assistant
  Deputy Director for Operations and Presidential Global Strike
  Advisor; and
         WHEREAS, Captain Partida returned to Patrol Squadron 9 (VP-9)
  in Hawaii in 2014 as the squadron's Executive and Commanding
  Officer; five years later, he rose to the rank of Captain and became
  Chief of Staff for Coalition Task Force in Manama, Bahrain, in
  support of the Fifth Fleet commander; he has also been a member of
  the staffs for the Commanders of the Naval Air Force and the Navy
  Region Southwest, and he has served as the Director of Integrated
  Warfare for the Undersea Warfighting Development Center; and
         WHEREAS, In recognition of his outstanding record, Captain
  Partida has been presented with the Legion of Merit, the Defense
  Meritorious Service Medal, three Meritorious Service Medals, and
  five Navy Commendation Medals, including one with Combat "V"
  device; he has also received numerous other unit and service
  awards; and
         WHEREAS, Captain Gonzalo Partida's dedication,
  professionalism, and devotion to duty have greatly benefited his
  fellow Americans and earned him the respect and admiration of his
  peers, and he may indeed reflect with pride on a career well spent;
  now, therefore, be it
         RESOLVED, That the Senate of the 89th Texas Legislature
  hereby congratulate Captain Gonzalo Partida on his retirement from
  the U.S. Navy and extend to him sincere best wishes for the future;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Captain Partida as an expression of high regard by the
  Texas Senate.
