R E S O L U T I O N
         WHEREAS, A full and generous life drew to a close with the
  passing of Noe T. Loya Sr. of Raymondville on May 18, 2025, at the
  age of 83; and
         WHEREAS, The son of Julia and Calistro Loya, Noe Loya was born
  on August 18, 1941, and he grew up in Willamar with the
  companionship of five brothers and a sister; and
         WHEREAS, A successful entrepreneur, Mr. Loya operated his
  own business for more than 44 years, and he also earned a reputation
  as a skilled welder and farmer; one of his proudest accomplishments
  was helping to restore the historic Los Ebanos Ferry; and
         WHEREAS, Active in his community, Mr. Loya served as Willacy
  County Commissioner from 1997 to 2008, and he worked tirelessly to
  improve opportunities and resources for county residents; and
         WHEREAS, In 1964, Mr. Loya married Dora Gomez, and they
  raised four children, Sam, Sandra, Noe, and Chris; over the years,
  their treasured family grew to include eight grandchildren and
  seven great-grandchildren; above all else, he cherished time spent
  with his loved ones and with the many friends he made over the
  years; and
         WHEREAS, Noe Loya lived a life that was rich in personal and
  professional achievements, and those who were privileged to share
  in his love and affection will forever hold him close in their
  hearts; now, therefore, be it
         RESOLVED, That the Senate of the 89th Texas Legislature
  hereby pay tribute to the life of Noe T. Loya Sr. and extend sincere
  sympathy to the members of his family: to his children, Sam Loya,
  Sandra Loya, Noe Loya Jr., and Chris Garcia; to his sister, Linda
  Guzman; to his granddaughters, Daryl, Dori, Karisa, Nisa, Lea,
  Carolina, Elizabeth, and Cecilia; to his great-grandchildren,
  Kyle, Austin, Castin, Skylar, Celia, Eden, and Elias; and to his
  many other relatives and friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas Senate adjourns this
  day, it do so in memory of Noe Loya Sr.
