No significant fiscal implication to the State is anticipated.

The Health and Human Services Commission (HHSC) is required to implement a provision of the bill only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, HHSC may, but is not required to, implement a provision of the bill using other appropriations available for that purpose.

If HHSC does not implement the mandatory provision in a state fiscal year, the agency shall certify in its legislative budget request for the next state fiscal biennium that fact to the Legislative Budget Board and include a written estimate of the costs of implementing the provision in each year of that next state fiscal biennium.

It is assumed that any costs associated with the bill could be absorbed using existing resources.
