No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

According to the Comptroller of Public Accounts, the bill's provisions could result in an increase in revenue. The number of violations resulting in the imposition of a civil penalty is unknown; therefore, the revenue impact on the state cannot be estimated. This analysis assumes civil penalty revenue would be insignificant.
