No significant fiscal implication to the State is anticipated.
The bill would create new offenses related to transnational repression and foreign law and direct the Department of Public Safety (DPS) to develop a training program for law enforcement officers related to transnational repression. The bill would also require DPS and the Office of the Governor (OOG) to conduct a study on transnational repression. According to DPS and OOG, no significant fiscal implication is anticipated. According to the Office of Court Administration, there may be costs associated with new offenses; however, it is assumed that any costs associated with the bill could be absorbed using existing resources.
The impact on state correctional populations or on the demand for state correctional resources cannot be determined due to a lack of data to estimate the prevalence of conduct outlined in the bill's provisions that would be subject to criminal penalties.
