HB483 by Bucy (Relating to the use of state money for high-speed rail operated by a private entity and to the construction of certain high-speed rail.), As Introduced

Because the scope of the proposed project and the financial and operational obligations of the Department of Transportation under the proposed comprehensive development agreements are unknown, the fiscal implications to the State cannot be determined at this time.

The bill would require the Texas Department of Transportation (TxDOT) to enter into a comprehensive development agreement (CDA) with a private entity to construct, maintain, and operate a certain high-speed rail project. The bill would take effect on September 1, 2025.

Because the scope of the proposed project and the financial and operational obligations of TxDOT under the proposed CDA are unknown, the fiscal implications to the state cannot be determined at this time. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
