LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

April 30, 2025

TO:
Honorable Cecil Bell, Chair, House Committee on Intergovernmental Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB524 by Tepper (relating to the review and approval of certain proposed municipal initiatives and referenda.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would bill mandate that municipalities submit proposed measures to the Office of the Attorney General (OAG) within five days of receiving a petition, and requires a determination from the OAG within 30 days on whether the measure would violate state law. The bill would prohibit elections on any measure that violates state law.

The OAG anticipates any additional legal work could be reasonably absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
