Fiscal Analysis

The bill would direct the Texas Education Agency (TEA) to collaborate with faith-based nonprofit organizations to develop and operate community-based learning centers in various school districts to provide certain services to students who qualify for compensatory education. TEA would be required to adopt minimum training standards and skills requirements for individuals providing services through the center, pay the costs for developing and operating a center, establish certain procedures, and adopt rules. 

Methodology

TEA estimates the cost of developing and operating a center would be $0.9 million annually.

This analysis assumes TEA could implement provisions of the bill with 1.0 FTE at an annual cost of $0.1 million.
