LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 9, 2025

TO:
Honorable Pete Flores, Chair, Senate Committee on Criminal Justice

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1465 by Hickland (Relating to the prosecution of the criminal offense of invasive visual recording and the applicability of sex offender registration requirements to that offense.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the state jail felony offense of invasive visual recording by expanding the venue of bathroom, bedroom, or changing room to any place in which a person has a reasonable expectation of privacy. The bill would also add the offense of invasive visual recording to the list of reportable convictions or adjudications applicable to required sex offender registration.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.

Local Government Impact

It is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
