LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

March 25, 2025

TO:
Honorable John T. Smithee, Chair, House Committee on Criminal Jurisprudence

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1511 by Hickland (Relating to the authority of a political subdivision to adopt or enforce a juvenile curfew; creating criminal offenses.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would add a violation of a juvenile curfew ordinance or order to the list of status offenses. The bill would also give municipalities and the commissioners court of a county the authorization to adopt a juvenile curfew ordinance and create a Class C misdemeanor for violating that restriction.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.

Local Government Impact

While it is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant, it would be dependent on the number of offenses committed.
