No significant fiscal implication to the State is anticipated.
The bill requires The Texas Department of Criminal Justice (TDCJ) to ensure inmates discharged or released on parole, mandatory supervision, or conditional pardon receive a renewal driver's license or personal identification certificate, if eligible, for a $5 fee. The Texas Department of Criminal Justice (TDCJ) must submit requests to the Department of Public Safety (DPS) for these documents. TDCJ, DPS, and the Department of State Health Services (DSHS) will update a memorandum of understanding to outline responsibilities, including identity verification. According to TDCJ, DPS, and DSHS, any costs associated with the bill could be absorbed using existing resources.
According to the Comptroller of Public Accounts, the revenue impact to the state cannot be determined due to a lack of data on the number of inmates in need of and eligible for a renewal driver's license or commercial driver's license upon discharge or release. However, it is assumed that any revenue implications associated with the bill would be insignificant.
