No significant fiscal implication to the State is anticipated.
Texas Workforce Commission estimates a $378,004 technology cost would be needed during the 2026-27 biennium in Child Care Development Funds (CCDF) to make necessary upgrades to the Texas Child Care Availability Portal to implement the provision of the bill. Due to state funding appropriation levels that already maximize all available CCDF Federal matching funds, there would be no significant fiscal impact to the state. However, as most of the CCDF federal matching funds are traditionally allocated for child care services, it is assumed that the agency would need to reallocate existing CCDF funds to implement the bill's provisions. This could lead to a reduction in the amount of childcare operations or services funded by CCDF funds.
Based on the analysis of the Health and Human Services Commission, this estimate assumes no significant fiscal impact to the state for the agency to implement the bill's provisions.
