No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Transportation (TxDOT) to record and archive, for at least 30 days, the live video feed of each TxDOT video camera. The bill would allow TxDOT to provide access to a recording to a law enforcement agency for use in criminal investigations or to respond to certain emergencies. The bill would take effect on September 1, 2025.

TxDOT estimates a cost of $42.8 million to the State Highway Fund over the fiveĀ­-year period beginning in fiscal year 2026 to implement the provisions of the bill. Because the Legislature appropriates to TxDOT all State Highway Funds estimated to be available for each fiscal biennium, it is assumed that any costs associated with implementing the provisions of the bill would be absorbed  by reallocating existing resources from other planned highway construction and maintenance projects.
