LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 15, 2025

TO:
Honorable Charles Perry, Chair, Senate Committee on Water, Agriculture and Rural Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3088 by Orr (Relating to the authority of the Parks and Wildlife Department to procure goods and services related to items for resale by the department.), As Engrossed

The fiscal implications of the bill cannot be determined because the amount of revenue that would increase under changes approved by the Texas Parks and Wildlife Commission  for procuring goods and services for resale by the Texas Parks and Wildlife Department is unknown.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

The bill would amend the Parks and Wildlife Code (Authority to Contract) to allow the Texas Parks and Wildlife Department (TPWD) to procure goods and services related to items for resale by any method approved by the Texas Parks and Wildlife Commission (Commission) if the method provides the best value to TPWD.

Based on the analysis of the Comptroller of Public Accounts, the revenue implications cannot be determined because the amount of revenue that would increase under changes approved by the Commission for procuring goods and services for resale by TPWD is unknown.

Based on information provided by the Parks and Wildlife Department, it is assumed that any costs associated with the bill could be absorbed using existing resources.

Based on information provided by the Facilities Commission (TFC), this bill would have no fiscal impact to TFC.

Local Government Impact

No fiscal implication to units of local government is anticipated.
