The fiscal implications of the bill cannot be determined due to the number of cases impacted by the provisions of the bill being unknown.

The bill would amend the Civil Practice and Remedies Code to limit damages available to a vehicle owner that cannot establish financial responsibility if that vehicle is involved in a collision, regardless of fault and subject to certain exceptions. 

According to the Office of Court Administration, although this may reduce the number of certain tort suits, the fiscal impact on the state court system cannot be determined.
