Local Government Impact
The fiscal implications of the bill to units of local government cannot be determined at this time. Based on information provided by the Texas Commission on Environmental Quality (TCEQ), local entities participating in the Texas Clean River Program may experience costs associated with analysis, equipment, monitoring, and sampling of preproduction plastics. According to TCEQ, if samples are shipped to a laboratory with necessary equipment for analysis, the cost for quantitative sampling could range from $20,875 to $53,850 for targeted monitoring (50 sites) or $775,108 to $2,000,000 or more for more widespread monitoring (1,856 sites). These estimates are for one sample event at each site, and costs would increase accordingly for additional (quarterly, semi-annual, etc.) monitoring.
