IN RE:	HB4215 by Hunter (Relating to the regulation of delivery network companies; requiring an occupational permit; authorizing a fee.), As Introduced

The fiscal implications of the bill cannot be determined due to an unknown increase in the regulated population.

The bill would amend the Occupations Code to expand the Transportation Network Companies Chapter to include delivery network companies as a regulated entity by the Texas Department of Licensing and Regulation (TDLR). Delivery network companies would be required to receive a permit from TDLR before conducting any business and would required to implement certain policies regarding the delivery persons the company could contract or employ.

Based upon analysis provided by TDLR and the Comptroller of Public Accounts, the potential costs and revenue implications of the bill cannot be determined as the number of delivery network companies who would be required to receive permits is unknown.

No significant fiscal implication to units of local government is anticipated.
