Honorable Dustin Burrows, Speaker of the House, House of Representatives
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB4341 by McLaughlin (Relating to critical infrastructure facility emergency response maps and the critical infrastructure emergency response map grant program.), As Passed 2nd House
The fiscal implications of the bill cannot be determined at this time. There would be an indeterminate cost related to the grant program authorized by the bill which would be dependent on the number of grant applications and appropriations made for this purpose.
The bill would amend the Government Code to establish the Emergency Response Map and Grant Program to be administered by the Texas Division of Emergency Management (TDEM)
The bill would also establish the Critical Infrastructure Emergency Response Map Fund as a dedicated account in the General Revenue Fund administered by TDEM. The fund would consist of legislative appropriations; any dedicated revenues; and gifts, grants, including federal, or donations. Money in the fund could only be appropriated to TDEM to administer the grant program and award grants under the new subchapter.
It is assumed that any TDEM administrative cost associated with the bill could be absorbed within existing resources.
Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
