The fiscal implications of the bill cannot be determined at this time. There would be an indeterminate cost related to the grant program authorized by the bill which would be dependent on the number of grant applications and appropriations made for this purpose.

The bill would amend the Government Code to establish the Emergency Response Map and Grant Program to be administered by the Criminal Justice Division within the Trusteed Programs Within the Office of the Governor (OOG).

The bill would also establish the Critical Infrastructure Emergency Response Map Fund as a dedicated account in the General Revenue Fund administered by OOG. The fund would consist of legislative appropriations; any dedicated revenues; and gifts, grants, including federal, or donations. Money in the fund could only be appropriated to OOG to administer the grant program and award grants under the new subchapter. 

It is assumed that any OOG administrative cost associated with the bill could be absorbed within existing resources.

Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
