LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

April 29, 2025

TO:
Honorable Angie Chen Button, Chair, House Committee on Trade, Workforce & Economic Development

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4487 by Bhojani (Relating to prohibitions in connection with certain sales of clothing on an Internet website or software application; providing a civil penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would prohibit the use of bots to purchase clothing online. The Office of the Attorney General (OAG) would be authorized to petition a district court to asses a civil penalty for violations of the bill.

Any revenue impact would be dependent on the number of initial and subsequent violations that result in a civil penalty. Because of the unknown number of violations that may occur, the revenue impact of the bill cannot be determined.

The OAG anticipates that any legal work resulting from the bill's enactment could be reasonably absorbed within current resources.

No significant fiscal impact to the state court system is anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
