LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 26, 2025

TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4730 by Hull (Relating to the voluntary relinquishment of parental rights, adoption, and the regulation of child-placing agencies.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the affidavit for voluntary relinquishment of parental rights to be on a form the Health and Human Services Commission (HHSC) and the Department of Family and Protective Services (DFPS) adopts and posts on each agency's website. The bill would also require HHSC and DFPS to adopt and post on their website a form to notify prospective adoptive parents of the parent's rights related to adoption.

It is assumed that any costs to DFPS and HHSC could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
